Formation

Verb: 検討する → 検討した上で、決定する — "We will decide after considering it" (kentou suru) → (kentou shita ue de, kettei suru) I-Adj: 慎重である → 慎重である上で、判断する — "Judge while being prudent" (shinchou de aru) → (shinchou de aru ue de, handan suru) Noun: 了解 + の → 了解の上で、進める — "Proceed upon mutual understanding" (ryoukai) + no → (ryoukai no ue de, susumeru)
