When to use it
Use ~を前提に when stating the assumption or precondition that some action, plan, or discussion is built on. It is common in business writing and meetings to make explicit what has been taken for granted — budgets, deadlines, approvals, contract terms. The fuller ~を前提として is slightly stiffer and appears in contracts and formal reports.
