On the occasion of; at the time of; when [doing X]
When to use it
Formal written/spoken marker that ties an action or statement to a significant moment — contract signings, business openings, formal announcements, ceremony remarks. Slightly more elevated than ときに (toki ni); comparable to にあたって (ni atatte) but skews more toward written/legal contexts. Signals: "because this moment is significant, I am doing/saying the following." Common in: contract preambles, company announcements, formal speeches, meeting openings, official notices.
