It is better to ~ if possible; nothing beats ~ ; ~ is preferable.
When to use it
A diplomatic recommendation pattern. Used to advocate for the safer / better option without making it a hard demand. Common in board memos, risk discussions, advisor briefings — signals "this is the prudent choice" while leaving the listener room to decide. Softer than ~べきだ (should), stronger than just suggesting.
Formation
リスク管理は、慎重であるに越したことはございません。 Risuku kanri wa, shinchō de aru ni koshita koto wa gozaimasen. When it comes to risk management, the more cautious we are, the better.
法務のレビューは、早めに通しておくに越したことはない。 Hōmu no rebyū wa, hayame ni tōshite oku ni koshita koto wa nai. It's better to push things through legal review on the early side.
