When to use it

Use ～につけ in written or formal spoken Japanese when a particular perception or thought (typically 見る・聞く・考える) reliably triggers a feeling or judgment — 「whenever I see/hear X, I feel Y」. The paired form ～につけ～につけ (良いにつけ悪いにつけ) means 「in either case / both ... and」. It carries a reflective, slightly literary tone, so it suits reports, speeches and considered email over casual conversation.

Formation

Verbs: dictionary form + につけ. In practice limited to perception/cognition verbs — 見るにつけ、聞くにつけ、考えるにつけ、思うにつけ. Often doubled: 見るにつけ聞くにつけ.
i-adjectives: plain form + につけ, essentially only in the paired contrastive pattern — 良いにつけ悪いにつけ、暑いにつけ寒いにつけ.
na-adjectives: not used directly; paraphrase with ～であれ～であれ.
Nouns: only in set expressions — 何かにつけ(て)、事あるにつけ、それにつけても.
Emphatic variants: ～につけても、～につけ～につけ. Note that ～につけて(＝as, in proportion to) is a separate, older usage.
