When to use it
Use ~と見られる in written reports, news articles, and analytical business documents to present an inference or prevailing assessment without naming who holds it. It lets you state a conclusion objectively — softer than 〜だ, more evidential than 〜だろう. In meeting minutes, market commentary, and press releases it is the standard way to say "is believed/expected to." The progressive 〜と見られている stresses that this is the current consensus view.
